Well i can be lets say top 10 rep cartel, but with only 15-20 members and will end up matching with one of the higher cartels that have x3 my cartel size, i dont see it being a fair fight

But I don't really like the idea of a player moving around being able to largely swing the score for a cartel and being rep based seems like a smoother scoring system with less churn than basing it always off of member/stats. If I get more feedback to this effect I will probably make that switch.

IMO, using cartel rep for a starting placement is fine, but how they do in the fights should at least be somewhat implemented into how ranks change, if one cartel keeps winning it should jump into the next class regardless of how much cartel rep it has, and if it keeps losing badly it should rank down. I don't really know how that would end up working in practice though

Agreed here, this is roughly included in my current implementation, but would likely need some hardening through actual gameplay.

Also, if for example AP wants war for a TT out of reach, they need to drop all other TT's? The reward must be insane to leave half the map for a one week legendary bonus.

The question of what sets the cartel bracket has come up a time or to, to the point I have put a bit more thought into it and here is what I think should represent a meaningful "Current threat" calculated tier value: A composite of cartel reputation, active members in the last X days, and top fighters among those actives.
This lends value to rep, considers attackers strength and takes activity into consideration. Though I am open to feedback on it if there are other suggestions.
If there is a desire by cartels to keep inactives from the past, I could bake a role related flag in that denotes "This player does not count for ranking and cannot accrue tickets in territory bounties" so that cartels can keep old inactives without losing out on tier benefits (to a degree, it would be one less player considered for strength and such)

yeah inactives getting a pass isnt a bad thing

i think were talking about two different issues though, youre focusing on keeping rankings stable, while im talking about making the fights themselves balanced, a stable system can still create unfair matchups if rep doesnt reflect actual strength
