Perks (on the front page) also only show one artifact active (despite the PE being maxed).

I believe this was a result of a number of factors including issues with the Property perks, I have fixed the root cause of the property perks being incorrectly applied and have also added an additional check on completing courses such that it will only modify Intelligence if the new Intelligence is higher, IE. it'll never reduce Intelligence.

Completed final business course this morning approx ~0600LPT. Went to enrol on another course and noticed int had dropped from 1200 to 1050.
Live in a PE that's maxed and I haven't moved out etc. Also weird that I couldn't study further a reached max int from study.
Upkeep is paid daily.
A few months back I did rent a townhouse just to test how the renting system works but didn't move in. Did it take the int cap from there?
Proof that prior to today I was at int cap.
Diablo fixed this from the Discord report but submitting bug report anyway.
