Using https://cartelempire.online/api/cartel?type=members&key=*** only returns a single row.

This is the same if I include &id=53 in the call. Note that user returned is the oldest person in the cartel.

Key is a Private - All key but have tested with Private - Limited also (same result). I'm the Capo so presumably I have full faction API access! :)
