I don't think needed, I think a lot of con farmers like me are just squirreling away mats until the new property drops then the market will have more sellers

Reduce maintenance cost could be an effect too.
It'd basically be a landlord playstyle oriented course.

Builder / bricklayer - possible course rewards:
Reduced material cost for building / increased materials returned for demolishing existing properties / increased rental income / % boost to property benefits.
