Given the increase in church boost cooldown timers, there are (as I can see) two solutions to a current problem.

 

1) Allow donations during the CD period

 

2) Block "Donate £*** to church" missions from spawning when there is <2 church boost available to donate to, or 1 church boost to donate to with ~>50% completion. 

 

Getting church donation missions when it is impossible, or even reasonably likely to be impossible to complete if someone were to fill out the remaining order, is an unfair money sink, particularly to those without the funds to re-roll their missions.
